aiight here's what I've got. I want the best quality I can CREATE FOR MYSELF. I'm not that experienced in production so I'm not looking for superior professional quality, although I do want to sound fairly crisp.
right now I'm working with this:

your regular standard cheap fabric pop filter
    Samson co1u
    cool edit
stock sound card on a 3-5 yr old intel pc

Now outside of my audio production budget I plan on purchasing a new pc
the sound card that comes stock with this is as so
    Description:
    3D Premium Surround Sound Onboard
Creative Lab Sound Blaster Audigy SE
    Specification:
    - 7.1 surround output
    - 24-bit/96kHz audio resolution.
    - 100dB signal to noise ratio.
    - Comprehensive Creative Media Source software provided.
    - EAX ADVANCED HD 3.0 support
    - CMSS up-mixes stereo content to 7.1 surround.

for my editing program I was planning on goin with Steinberg Cubase Studio 4

not including the pc my budget is around 1-2k 2k would be pushing it. I'd rather not buy a new mic unless it's absolutely neccessary...what more would I need or look into buying(this is a home studio for personal production by the way)?

Well, after reading your interesting post you need to do the following...

    1. PC
    2. Interface
    3. Mic
    4. Monitors

Using that stock soundcard isn't going to help your quality, it's just going to make your quality sound like ass. The mic that you can purchase is the Baby Bottle, it cost about $599. As for the interface/soundcard, you can get the Focusrite Saffire which cost about $399. Get yourself some fairly decent monitors like the Event TR8XL and they cost about $599.

Believe it or not, I use a Sure58 and mix a whole bunch of different mixing techniques to make it sound like I used a condensor mic, even though it's dynamic. I go into Dynamic Processing, and then mix it that way... do you think that this is a bad move?

I dont know about that. I dont think you can get the same kind of response from a dynamic mic like you do with a condensor.
