Hmmmm I dunno Jook I have been lifting for awhile and I have seen considerable progress and I still continue to make progress. I have more than a slightly better than average body now and had one after about a year of lifting and Im the textbook definition of an ectomorph I didnt kill myself every workout and I specifically only did 10 reps with x amount of weight even if I felt I could have continued on with at least 5 more or so...I tend to kill myself in the gym now only because I hit a plateau and Im bulking now with a full body routine. Perhaps other factors are contributing to your perceived lack of progress rather than your workout plan alone? I mean not to sound cliche but literally excluding anorexic people I have the worst body type for weightlifting and I have made considerable progress....If I can do it im sure you can. And by looking at your picture you arent exactly a small guy..perhaps you are being too hard on yourself?
