    i think that the distinction between acting as the conscience and acting as a tool is largely subjective. it depends on through who's eyes you are peering: the church or the state.

    whenever a sizable religious group has a political agenda, politicians will utilize them as a tool to gain power. so while the church might think they are acting as the nation's conscience by leading political movements against lets say abortion, the politicians know that what they actually are is a loyal voting base who will boost them into power so long as they serve their religious will on a few key issues.

    at the same time it is legitimate that the religious people meant well by standing up against abortion, and that they did so out of good conscience, yet their role in the political spectrum remains the same.

    The church acts as the body of christ the purpose is learning like school to minister to others. The assembling together is also for building up and rebuke of church members.
